WORK AT HEIGHT REGULATIONS 2005
This regulation is an implementation of the EC Directive on Temporary Work at Height.
Consolidate all legal requirements.
Are flexible to achieve a wide application to a range of work activities.
Cover the introduction of new technology.
Emphasises a risk based approach.
Ensures workable regulation.
Ensures that duties are met by requiring employers and employees to follow good practice, Codes of Practice, and Guidance Notes etc.
Encourages planning and organisation and the use of appropriate equipment.
The main aims:
Avoid – avoid the risk by not working at height.
Prevent falls – risk assess and take measures to ensure as far as is reasonable that persons and objects do not fall.
Mitigate – consequences of fall.
Primary - Safety Equipment (guard rails etc) should be used before PPE.
Risk Assessment proportional to the risks involved.
Consider the Environment and Site Conditions:
Location, access / egress, conditions, site activities.
Consider the task being performed:
Task, complexity, duration, frequency.
Consider the persons involved:
Number exposed to risk, competence, supervision, risk to others not involved.
Consider the equipment and structure used:
Suitable for Work at Height, selection of equipment, risks from use. Inspection and Maintenance.
